The invention discloses an electromagnetic brake device which comprises a first brake disc, a second brake disc, a third brake disc and a fourth brake disc. The dynamic friction disc is at least provided with a contact position or a separation position relative to the first brake disc, the dynamic friction disc is in contact with the first brake disc when the dynamic friction disc is in the contact position, and the dynamic friction disc is separated from the first brake disc when the dynamic friction disc is in the separation position; the electromagnetic coil is used for generating a magnetic field for moving the dynamic friction disc to a separation position when the electromagnetic coil is electrified; the bias part is used for applying acting force to the dynamic friction disc so that the dynamic friction disc tends to move to the contact position; and the holding part is used for sleeving the motor shaft and applying an acting force for keeping the posture of the first brake disc at least in the direction opposite to the acting force applied by the bias part. The wheel edge driving assembly and the electromagnetic braking device thereof have the beneficial effect that the posture of the brake disc in electromagnetic braking can be effectively kept, so that noise is avoided.
