The invention relates to a motion manager, a vehicle, a vehicle control method, and a non-transitory storage medium. A motion manager configured to request, from at least one of a plurality of actuators disposed in a vehicle, a motion of the vehicle according to a motion plan for driving assistance of the vehicle, the motion manager including one or more processors. The one or more processors are configured to: receive information indicating a plurality of exercise plans and classify the information into predetermined items such that an implementation method of an objective of implementing each of the exercise plans is selectable without specifying or differentiating a setting source of each of the exercise plans; arbitrating the exercise plan; calculating a motion request for the vehicle based on a result of arbitrating the motion plan; and distributing the motion request to at least one of the plurality of actuators.
