The invention belongs to the technical field of tools, and particularly relates to a service brake wheel replacing device which comprises a hoisting sleeve, and a brake wheel cavity is formed in the hoisting sleeve; the brake wheel cavity comprises a first groove and a second groove, the first groove is used for clamping an outer wheel in the axial direction of the brake wheel outer wheel, and the second groove is used for supporting an inner wheel in the radial direction of the brake wheel inner wheel. The hoisting sleeve accommodates the brake wheel through the brake wheel cavity and can provide an accommodating position and a force application position for the brake wheel.
