The invention discloses a manual and unmanned dual-mode parallel line-controlled steering system and method, and relates to the technical field of steering systems, the manual and unmanned dual-mode parallel line-controlled steering system comprises an operating device, a steering transmission mechanism, a steering execution device and a control system; the control device comprises a handlebar in a manual mode and a steering motor in an unmanned mode. The steering transmission mechanism is connected with the control device, steering torque output by the control device is transmitted to the steering execution device through the steering transmission mechanism, and the steering execution device drives the tire assembly to complete steering action. The control system sends a control signal to the steering motor; the steering-by-wire system has a steering-by-wire function during unmanned driving and is compatible with a manual steering function during manned driving; and in a manual mode, the chassis driving motor can be independently controlled, so that the chassis driving motor has a relatively high running speed, and rapid transfer or carrying of products is facilitated to a great extent.
