The invention relates to a vehicle control device, a vehicle control system, and a hybrid vehicle. A control device for a vehicle is provided with: a prediction unit that acquires position information of a parking point at which a parking time on a travel path of a hybrid vehicle is predicted to exceed a predetermined threshold value; and a target setting unit that sets a target charging rate of the battery, and changes the target charging rate setting to a second charging rate that is lower than the first charging rate when the hybrid vehicle satisfies a condition of approaching the parking site. The vehicle control device controls the charge/discharge amount of the battery when the charge rate of the battery is equal to or less than the second charge rate to be smaller than the charge/discharge amount of the battery when the charge rate of the battery is greater than the second charge rate.
