Torque control of an in-vehicle motor is performed in consideration of slip prevention control. A first filter processing unit (21) performs filter processing on an upper torque command value (Tm *) from an upper device, and a second filter processing unit (22) performs filter processing on an angular velocity ([omega] m) detected by an angular velocity detection unit. A drive torque command value (Tm) for driving the electric motor (15) is calculated on the basis of these filter processing results. The filter processing unit changes the time constant of the filter processing in accordance with the road surface friction coefficient as the interference information.
