According to the invention, the duty ratio of the PWM fixed frequency pulse is adjusted through a program, the set reference signal output of different levels is realized, and the application range is enlarged; meanwhile, the power feedback regulation and control circuit is added, and the pulse voltage semaphore input by the transformer circuit is fed back and regulated through the half-bridge converter circuit according to the feedback signal level (0 or 1), so that the purpose of feeding back and regulating and controlling the power output of the charger is achieved.
