The invention discloses a regional electric vehicle network access management system and a charging and discharging scheduling method, the regional electric vehicle network access management system comprises an ordered charging scheduling system and a V2G converter control system, and load characteristics of a current power distribution network are integrated in the ordered charging scheduling system. All electric vehicles currently connected to a charging station are deployed, charging and discharging power is calculated through a fuzzy control algorithm and issued to all charging piles, theload characteristics of a regional power grid are improved, the auxiliary function of peak clipping and valley filling is achieved, a V2G converter control system responds to a power instruction issued by upper-layer scheduling, actual charging and discharging behaviors are controlled, a stable electric energy conversion and energy exchange interface is provided, and the flexibility of the load ofthe electric vehicle can be fully utilized while the charging requirement of the electric vehicle is met; peak clipping and valley filling of the power grid are achieved, and meanwhile the problem ofnew load peaks caused by charging of a large number of electric vehicles in the power grid load valley period is effectively solved.

    本发明公开了一种区域电动汽车入网管理系统及充放电调度方法,所述区域电动汽车入网管理系统包括有序充电调度系统和V2G变流器控制系统,通过有序充电调度系统中综合当前配电网的负荷特点,对当前接入充电站的全部电动汽车进行调配,并采用模糊控制算法计算充放电功率并下发给各充电桩,改善区域电网的负荷特性,实现削峰填谷的辅助功能,并通过V2G变流器控制系统响应上层调度下发的功率指令,控制实际充放电行为,提供稳定的电能变换和能量交换的接口,本发明可以在满足电动汽车充电需求的同时,能够充分地利用电动汽车负荷的灵活性;在实现对电网削峰填谷的同时,有效地避免了电网负荷低谷时段大量电动汽车充电引起新负荷尖峰的问题。
