The invention belongs to the field of crane lazy arms and relates to a hydraulic cylinder control device, a variable amplitude hydraulic system and a crane. The hydraulic cylinder control device comprises a rodless cavity balance valve and a variable amplitude control valve group; the rodless cavity balance valve is provided with a first oil port, a second oil port and a third oil port; the firstoil port communicates with a rodless cavity; the third oil port communicates with a reversing valve and a first working oil port; the reversing valve is further provided with an oil inlet; the oil inlet communicates with an oil pump; the variable amplitude control valve group comprises a two-way logic valve, a first balance valve, a filter screen, a first overflowing valve, a shuttle valve and a two-position two-way electromagnetic reversing valve; the two-way logic valve is provided with a fourth oil port and a fifth oil port; the fourth oil port communicates with the second oil port; and thefifth oil port is used for communicating with the rod cavity of a hydraulic cylinder. The variable amplitude control valve group can realize switching control of power dropping amplitude and dead weight dropping amplitude and the integrated oil supplementing control function; and in the case of dead weight dropping amplitude, return oil of the rodless cavity is supplemented to the rod cavity withpriority, and a power system is not needed to drive a pump set to supplement oil to the rod cavity.
