The invention provides a high-speed maglev train propelling device. The high-speed maglev train propelling device comprises a motor and a driving motor, wherein the motor comprises an induction plateand a wheel-shaped rotor, the induction plate is laid on a road surface along a track where the high-speed maglev train travels, the wheel-shaped rotor is arranged on the high-speed maglev train, a plurality of permanent magnets forming a Halbach annular array are arranged on a radial outer side of the wheel-shaped rotor, and the driving motor drives the wheel-shaped rotor to rotate around the axis parallel to the induction plate, so the wheel-shaped rotor interacts with the induction plate to generate electromagnetic thrust for pushing the high-speed maglev train to move. In addition, the invention further provides a high-speed maglev train. The high-speed maglev train propelling device is advantaged in that a traction power system, a suspension system and a guide system of a high-speed maglev train system in the prior art can be integrated.
