The wheel-shaped rotor is arranged on the medium-low speed maglev train; a plurality of permanent magnets forming a Halbach annular array are arranged on the radial outer side of the wheel-shaped rotor; and the driving motor drives the wheel-shaped rotor to rotate around the axis parallel to the induction plate, so that the wheel-shaped rotor interacts with the induction plate to generate electromagnetic thrust for pushing the medium-low-speed maglev train tomove. In addition, the invention further provides a medium-low speed maglev train. By adopting the device provided in the invention, the problem of low power factor of the existing medium-low-speed maglev linear induction motor can be solved, and the energy utilization efficiency is greatly improved.
