The invention provides an overhead line tower climbing robot and system, and the robot comprises an upper swing arm and a lower swing arm which are parallel to each other, and the upper swing arm andthe lower swing arm are connected through a rotating part, thereby achieving the adjustment of the angle between the upper swing arm and the lower swing arm. The different end parts of the upper swingarm and the lower swing arm are provided with a lifting arm, the lower end of each lifting arm is rotatably connected with a paw by taking the extending direction of the lifting arm as a rotating shaft, the paws can move up and down along the lifting arms, and the upper swing arm and the lower swing arm are respectively telescopic towards the end parts, so that the three-dimensional positions andpostures of the paws are adjustable; a supporting arm is rotatably arranged on the lower swing arm and located at the same axis position as the rotating piece, the rotating center shaft is parallel to the extending direction of the lower swing arm, and a fixed gripper is arranged at the end of the supporting arm; electromagnets are arranged on the paws and the fixed paw, and the attraction forcegenerated by the paw or the fixed paw is changed by changing the power-on state of the electromagnets.
