The present invention provides a tire rubber composition of excellent low heat buildup in which the reactivity of the coupling agent with the rubber component has been improved, and a manufacturing method therefor. The tire rubber composition is obtained by blending a rubber component (A) obtained from at least one kind selected from natural rubbers and synthetic diene rubbers, a filler containing an inorganic filler (B), a silane coupling agent (C), and a thiosemicarbazone derivative (D). The tire rubber composition manufacturing method is characterized in that said tire rubber composition is kneaded in multiple stages, the rubber component (A), some or all of the inorganic filler (B), some or all of the silane coupling agent (C), and the thiosemicarbazone derivative (D) being kneaded in the first stage of kneading.
