The invention provides a traffic sub-area signal cycle coordinating and controlling method and a traffic sub-area signal cycle coordinating and controlling system. According to the system and the method, road junction nodes in a traffic sub-area are subject to importance ranking to find out the most important node, a signal cycle of the most important node is taken as a common signal cycle, and the signal cycles of all nodes in the sub-area are calculated according to the flow and the current signal cycle, so that the state of a common cycle of all road junctions in the traffic sub-area can be formed, basic coordination and controlling optimization is realized, and a foundation is further provided for the optimized coordinating and controlling of traffic sub-area.
