The invention provides a railway locomotive braking system control device. The railway locomotive braking system control device comprises an instruction generation device and a wireless communication signal sending device. A slave control locomotive and a rail vehicle are each provided with a wireless communication signal receiving device and an electronic braking control device. The wireless communication signal sending device, the wireless communication signal receiving devices and the electronic braking control devices are all connected with a power supply. The instruction generation device can generate a braking control instruction and transmit the braking control instruction to the wireless communication signal sending device. The wireless communication signal sending device sends the braking control instruction. The wireless communication signal receiving devices of the slave control locomotive and the wireless communication signal receiving device of the rail vehicle receive a wireless signal and transmit the wireless signal to the corresponding electronic braking control devices connected with the wireless communication signal receiving devices. By means of the connecting structure, the number of cables is reduced, and the cost of a railway locomotive braking system is lowered. The invention further provides a railway locomotive braking system control method.
