The invention provides a standby control device of a railway locomotive braking system. The standby control device is characterized by consisting of a changeover cock, a standby braking valve, a balancing air cylinder, a relay valve, a pressure reducing valve and a pressure meter, wherein the changeover cock is used for realizing changeover between a commonly-used control device and the standby control device; the standby braking valve is used for controlling pressure change of the balancing air cylinder through a braking working station, a relieving working station and a pressure maintaining working station of a control handle of the standby braking valve; the balancing air cylinder is used for transferring control pressure signals to the relay valve; the relay valve is used for generating pressure of a braking pipe according to the pressure of the balancing air cylinder; the pressure reducing valve is used for reducing pressure transferred by a main blast line to the balancing air cylinder for limiting the maximum pressure of the balancing air cylinder; the pressure meter is used for displaying the pressure value of the balancing air cylinder. When the locomotive braking system generates punishment braking due to the fact that a microcomputer network control device of the locomotive braking system has a fault in electronic equipment or network communication, the microcomputer network control device can be disabled by simple changeover operation, and the normal running of a locomotive can be recovered.
