A universal offshore platform comprises a truss main body (01) that forms a support system of the platform. The truss main body (01) is a three-dimensional stable rigid support formed by rectangular rod pieces connected with each other, and has a three-layer structure consisting of an underwater layer (011), a water surface layer (012), and an overwater layer (013) that are distributed from bottom to top. The general offshore platform comprises a first floating body component (02) that is fixedly disposed at the underwater layer (011) and provides over 90% of buoyancy for the flotation of the platform, a second floating body component (03) that is disposed in the water surface layer (012) and is connected on the truss main body (01) through a vibration absorbing structure (07) to coordinate with the first floating body component (02) so as to ensure floatation of the platform, and several scattered single floating bodies (10) hung at the overwater layer when tanks are empty. The universal offshore platform can be independently used or may be used as a component unit of an offshore base. By means of buoyancy regulation on each floating body component, the platform suffers less adverse impact from sea wave motions, the stability of the platform is ensured, and power is generated by using energy of sea waves.
