Abstract An approach to intersection delay analysis appropriate for representing turning movement delay at priority intersections in traffic assignment models is presented. The formulae are derived as an approximation to a dynamic queueing model by extending an approach adopted at the Transport and Road Research Laboratory in the United Kingdom. Comparisons are made with observed data and more complex theoretical models, showing that the proposed formulae produce reliable results.
