Report of project sponsored by Port of Oakland to determine suitability of air cushion vehicle for use in public transportation; vehicle was 14-passenger SK-5, manufactured in England by Westland Aircraft, Ltd and modified in United States by Bell Aerosystems Co; it was utilized for one year period in scheduled passenger service between three terminals in San Francisco Bay Area; operating and economic data were collected and continuous passenger survey was undertaken; results indicate that, where service can be performed primarily over water, use of ACV's is operationally feasible; various aspects, areas for improvement, etc, are discussed.
