The report covers the first phase of the Columbia demonstration program, concerned with the operation of the Columbia transit system prior to the construction and operation of the ultimate system. The objectives of the program are to determine optimum methods of providing public transportation in a developing city, and to provide valid inputs to the design of the ultimate Columbia transit system which is being developed.
