Any program has to take into account consideration of steps in case of nuclear attack, i.e.: task of reprogramming surviving capacity, or rebuilding capacity and capability for rapidly accelerated production of vital equipment to replace attrition; Air Force and Navy concepts outlined and need of re-evaluation of present subcontracting policy with possible change in future programs shown; future requirements that basic industry must keep in mind are stated.
