During 1900-14 rubble bottoming and piles for reclamation scheme extending about 5000 ft were placed, and dredging also carried out; up to 1918 new quays were built with floating sheer legs, but after 1920 caisson method was adopted; berths and channel were deepened; shipbuilding and repair flourished; trade has changed, and heavy lifting gear and transit sheds were added; harbor police and fire inspectors enforce security; further development is planned.
