Object of controller described is to keep signal green on major street and to give green signal to minor street only when requested; minor street vehicle can always get green signal after short wait, while major street receives green light for as much extra time as minor street traffic permits; focussed light beam, phototube unit, relay panels, and associated circuits are described.
