To safely fly an unmanned aircraft while evaluating a risk generated in a flight of the unmanned aircraft from various standpoints.SOLUTION: A flight management system stores cell information as information for parting an air area where an unmanned aircraft flies into a plurality of cells and risk value calculation information containing different types of a plurality of information used for the calculation of a risk value as an index indicating a level of a risk when the unmanned aircraft flies in the air area, calculates the risk value for each cell on the basis of the risk value calculation information, and generates a risk map as information indicating the risk value for each cell. The risk value calculation information contains at least two types of information on a height of geography or an object, weather, a radio situation, a flight situation and a flight plan of the other flight body, and a flight exhibit area in the air area.SELECTED DRAWING: Figure 10

    【課題】無人航空機の飛行中に生じるリスクを様々な観点から評価しつつ、無人航空機を安全に飛行させる。【解決手段】運航管理システムは、無人航空機が飛行する空域を複数のセルに区画する情報であるセル情報と、無人航空機が上記空域を飛行する際のリスクの大きさを示す指標であるリスク値の算出に用いる、種類の異なる複数の情報を含むリスク値算出情報と、を記憶し、リスク値算出情報に基づき、セル毎にリスク値を算出し、セル毎のリスク値を示す情報であるリスクマップを生成する。リスク値算出情報は、上記空域における、地形や物件の高度、気象、電波状況、他の飛行体の飛行状況や飛行計画、及び飛行禁止区域のうちの少なくともいずれか2つ以上の種類の情報を含む。【選択図】図10
