PROBLEM TO BE SOLVED: To provide a technique for executing a lane change in accordance with the situation on a road in a case where other vehicles traveling in line exist.SOLUTION: An operation signal based on an operation of a crew member for moving an own vehicle object from a first lane through a second lane to a third lane while passing a space between two other vehicles within an image that is reported from a notification device 2, is inputted to an operation signal input part 50. In a case where a lane change indicated by the operation signal is included in a normal zone, a command output part 55 outputs a command for traveling an own vehicle along a route that causes the own vehicle to avoid the space between the two other vehicles, to an automatic driving control device 30. In a case where the lane change indicated by the operation signal is included in an exception zone, the command output part 55 outputs a command for traveling the own vehicle along a route that causes the own vehicle to move into the space between the two other vehicles, to the automatic driving control device 30.SELECTED DRAWING: Figure 4
