The invention relates to a virtual environment scene and viewer for autonomous machine applications. In various examples, a scene may be defined using a declarative description, e.g., defining a behavior of interest, which may be converted by the present system into a procedural description for generating one or more instances and/or variations of a scene for testing autonomous or semi-autonomous machines in a virtual environment. The system may execute an observer or evaluator for testing the performance and accuracy of the machine, and may calculate the coverage of each element based on the generated virtual scene, and may feed back the results to the system to generate additional instances and/or changes with coverage or accuracy below a desired level. Accordingly, the system may include an end-to-end framework of an underlying autonomous or semi-autonomous system for generating scenes in a virtual environment, testing and verifying the scenes themselves, and/or testing and verifying machines, all based on declarative descriptions.
