In order to change the situation that long-distance container transportation still adopts highway transportation and solve the traffic congestion and environmental pollution caused by it, this paper proposed to establish inland container ports operated by road-rail intermodal transportation mode, in which goods are gathered to the inland ports by highway transportation and then transported to the ports by special railway. This paper established the optimization model of minimum total cost and uses CPLEX to solve it. The reliability of the model and the rationality of inland port construction are proved by analyzing the results of the model, comparing with the cost of highway transportation, and analyzing the sensitivity of freight volume after transshipment.
