To objectively reflect port service level of ships, an evaluation model of port congestion is proposed. Firstly, the direct berthing rate and the average anchorage time are defined and adopted as two measure indicators of port congestion. Secondly, a port congestion model is proposed based on the above indicators, and corresponding algorithm is presented by using the ship automatic identification system (AIS) data. Finally, the applications of the model and its algorithm are illustrated with sample ports. The numerical results further demonstrate the validity of the proposed method.
