The Trans Tokyo Bay (TTB) Highway project comprises a 9.5-km-long tunnel to the west and an 5.5-km-long bridge to the east. An average traffic volume of around 11,000 vehicles per day was observed at the end of October 1998, a year after the highway was opened to service. The general planning for the tunnel is discussed, focusing on the provision of safety features and facilities, as well as the public relations system for making drivers aware of these features.
