This paper provides an introduction to submerged ELF/VLF reception for communication. It also discusses several factors that limit reception performance in a practical system. These factors should be addressed if the communication system's performance is to be optimized and modelled accurately. Optimum performance that can be reliably predicted is essential for one way communication. The alternative is to increase transmitter power with the associated increased cost and often political sensitivities, since the transmitters are physically massive and are powerful sources of electromagnetic fields.
