The most crucial element in any command and control (C2) system of naval force is fast, reliable and secure communication. The Soviet navy possesses an extensive network of cable and open-wire lines and radio relay links for communications between the main command post and subordinate command posts ashore. The Soviets also possess a large, redundant system of communications between naval command posts ashore and submarines, surface ships and aircraft at sea. Low frequency (LF) and very low frequency (VLF) communications are the principal means of controlling submarines by shore command posts. Ultra high frequency (UHF) satellites are used to communicate with their far-reaching naval forces. In the early 1980s, they also started using extremely low frequency (ELF) communications with their ballistic missile nuclear submarines (SSBNs) and guided missile nuclear submarines (SSGNs). High frequency (HF) radio transmitters provide a backup capability for communications with submarines.
