This presentation contrasts two approaches to addressing the motor vehicle pollution problems of Europe, the Stockholm Club program and the Common Market standards. To place the issue in context, it will review the adverse effects associated with the motor vehicle pollutants. Then it will show how the gaseous pollutant emissions reductions resulting from the Luxembourg Compromise are much weaker than those adopted by the Stockholm Group. Further, it will focus on the importance of the small car standards, driving cycles, and diesel particulate controls.
