The principal factors of atmosphere influence, limiting the accuracy of measurement in Earth satellite laser pulse ranging are discussed, and requirements to the time measuring precision are determined in realizing the doublewave ranging method. For precise measurement of time intervals in doublewave ranging, the equilibration method employment is proposed. The realization conditions and problems of this method in real systems are determined.
