The author describes the scope and purposes of the PANDORA project in the same terms and provides a brief report on its progress to date. Four European organisations are collaborating on PANDORA: The Automobile Association and Ordnance Survey in the UK, Philips International BV in the Netherlands and Robert Bosch GmbH in West Germany. The project is being managed by consultants MVA Systematics of Woking, who are also providing substantial input in the form of data analysis and software development.
