NASA has proceeded with the review of the expense required for developing the Space Station since September, 1986. It has become clear that the cost of development (construction) will exceed the estimate by 50%. As a result, NASA has proposed to build the Space Station with a before and after stage. It is suggested that the first Space Shuttle be launched to it in early 1994 and a permanently manned system be accomplished in 1996. The NASA development plan is likely to advance approximately along this line even though the US Congress's approval remains.
