Road traffic problems due to the tremendous increase of transport needs and mobility needs of our industrial society affect in a less and less acceptable way many aspects of our daily life. Nowadays telecommunication and information technologies are becoming increasingly mature. Their combination (Telemetics) offers clear opportunities to solve lots of those traffic-related problems. This paper describes the SOCRATES concept and system. SOCRATES (System Of Cellular RAdio for Traffic Efficiency and Safety) is basically a dynamic route guidance and driver information system based on the combination of electronic car navigation and bidirectional communication between the car and the outside world. It offers substantial advantages for all players in the area of traffic and transport.
