A new and increased emphasis on the use of modeling and simulation as a direct and significant part of the Operational Test and Evaluation (OT and E) Process has recently been established in the Department of Defense. A comprehensive policy statement was issued by the Director, Operational Test and Evaluation, on 24 Jan 1989. In line with this policy the US Air Force has initiated a broad series of actions ranging from development programs to applications of modeling and simulation in actual test and evaluation. This paper summarizes these actions and provides some limited commentary on the causes and effects of the new policy emphasis.
