In this paper we present a basic scheduling system (MAESTRO) designed to handle resource-constrained scheduling problems. We first discuss the basics of resource-constrained scheduling, highlighting how power is modelled as a constraining resource, and how it interacts in the system with other constraining resources. We then discuss the operation of the scheduling system, and several of the strategies which may be used, altering the criteria by which scheduling is performed. Different strategies produce different effects on the efficiency of the use of available power. Methods of handling power efficiency under different scenarios are discussed.
