Estimation of life cycle costs (LCC) for avionics hardware and software continues to present a difficult challenge. The Air Force has had significant success with the standardization Evaluation Program (STEP) model for estimating operating and support (O and S) costs. This, however, is only one element of LCC which the analyst has to address. Current enhancements to STEP will provide a method of estimating avionics hardware and software acquisition costs. This paper describes the capabilities of the existing STEP model as well as on-going enhancements to provide a total LCC estimating methodology.
