On the one hand the noise generated in urban areas can be influenced on an individual basis by the behaviour of the driver. On the other hand the intensity and variety of collective rolling noise nuisances produced by traffic are due to different complex parameters whose interaction can be influenced by traffic flow management. Of course, the most effective measure is a reduction at the source, e.g. the vehicle. The European Union has also acknowledged the importance of the tyre/road system for safety, sustainability and local environmental quality; in its latest amendment of the directive for tyres (EC/92/93) it has included not only sound emission, but also wet grip and rolling resistance as well as both direct and indirect through pressure monitoring systems in EC/661/2009 (UNECE R117.02) and replaced almost all the separate vehicle safety-related directives by a single regulation. The European Tyre Industry has continuously pushed technological improvements towards products offering increased safety performances while reducing their possible environmental impacts. It supports the proposal of setting tyre rolling noise limits and publicly available grading in the EU for tyres fitted on passenger cars and light commercial vehicles. Under the new tyre regulatory framework EC/1222/2009, the tyre industry is under pressure to set even stricter limits to tyre/road noise for all categories of tyres put on the European market. Therefore the European regulation for vehicle type approval EEC/70/157 (UNECE R51.02) is currently in revision, which is really necessary as the noise emission limits for vehicles have not changed since 1996 despite increasing traffic. The new test procedure specifications were intended to reproduce the level of noise generated by the principal noise sources during normal driving in urban traffic (which leads to an increased tyre/road noise contribution) instead of testing the vehicle rolling sound emissions at full throttle.
