The authors report on a study in which various scenarios were developed for adding time-on to the timetabled diagrams of trains. Depending on the scenario, parts of the supplementary time imposed on trains for covering a given railway line or section of line were added on at the following junctions. Next, these scenarios were verified in terms of their effectiveness in satisfying operational and economic target criteria. Characteristic values obtained from the timetable design and operational simulation were worked out in a multi-tool analysis of selected lines making up the railway network in northern Germany. These characteristic values change depending on which scenario is applied, on account of the different ways in which the additional time needed is apportioned. The characteristic values worked out in this way were then converted into monetary equivalents to make it possible to compare the scenarios with one another. Given the different possible ways of evaluating a minute of delay and/or a minute of a train's scheduled movement time, the computations were performed using various cost parameters. The gains and losses for each of the scenarios compared with the actual state of affairs were presented separately for the railway infrastructure managers, the train operating companies, the freight carried and the passenger.
