This study presents the implementation and results of the road condition monitoring conducted in the cooperative intersection safety system developed under the INTERSAFE-2 project. The proposed stationary camera system is relative inexpensive with price of 2 kEur which makes it attractive for wide deployment. The camera system (IcOR) is able to detect with 70 % accuracy if the road is covered by water, snow or icy instead of dry asphalt. Moreover, the available friction level is estimated in order to start automatic braking earlier if the road surface is slippery. The road monitoring application is based on polarisation differences between horizontal and vertical planes. When light reflects from non-metallic surfaces difference becomes larger and dependent on optical properties of the medium substance. To improve the reliabity of detection, graininess analysis has been added and is crucial for detecting snowy ground. The IcOR system is connected via an intelligent traffic light controller to the cooperative on-board vehicle unit.
