In this paper, we tackle the problem of network congestion in IEEE 802.11p-based vehicular networks and propose a novel mechanism for the combination of power and message interval control in a single algorithm loop, which outperforms separate power and interval control algorithms. The solution addresses the need for controlling the load generated by periodic messages and is the result of extensive comparative simulations aimed at identifying the most effective combination strategy. A reference system in-line with the ongoing European standardization activities is adopted.
