This article is a vision paper which has been carried out for the German-Dutch Conference of Ministers in October 2003. It is discussed which requirements for transport policy result from recent developments in German-Dutch transport and which actions are needed within the transport sector. Main drivers for transport growth are identified in modularisation and outsourcing, globalisation, enlargement of the common European market, growing security needs, enforced price competition and cost pressure. It is analysed whether and to what extent transport and logistics industry is prepared to cope with the upcoming structural change. Perspectives for changing transport and logistics structures are outlined in two scenarios (laissez-faire, innovation). Finally, several fields are identified where further action is needed. These action fields are integrated networks for commercial transports, harmonisation and standardisation, systems for transport security, education and training.
