Consistent development of European railway systems entails new interoperability requirements. Present-day high-speed-train systems across Europe use different and non-interoperable control and instrumentation systems. The European Commission is pursuing an interoperability initiative (with transcription into legislative texts) designed to bring about optimum conditions for deployment and extension of high-speed-train services. A number of European systems are under development, most notably in the area of control and instrumentation. The ERTMS system, for example, should be certified by late 2002 or early 2003. Eventually, the new interoperability measures will be extended to cover conventional rail lines as well.
