The San Diego County Water Authority (Authority) recently completed construction of Pipeline 5 Extension. Construction operations were continuous throughout the 1997/1998 wet 'El Nino' winter. Stormwater runoff during two separate heavy rainfall events caused flooding to occur in a low-lying valley along the pipeline alignment. The Authority thus, evaluated the impact and implemented repairs that would provide a safe and reliable pipeline throughout the design service life. Structural analysis determined induced stresses on welded joints and effects on pipe materials.
