This paper gives an overview of the Community's European Railway Traffic Management System (ERTMS) programme. ERTMS is an umbrella programme that brings together the following three main streams of development activity in the areas of (1) signalling and command/control (ERTMS/ETCS), (2) telecommunications (GSM-R) and (3) traffic management (ERTMS/ETMS). The only way to guarantee the mobility society demands will require a redefinition of the current concepts of transportation. This was the starting point of the strategy announced in the White Paper presented by the Commission in 1996. In this White Paper, the Commission proposed action in four main areas: (1) the improvement of public services, (2) the introduction of market forces, (3) the integration of national rail systems and (4) the accompanying measures needed to make reform effective. The ERTMS-subsystems are characterised as follows: (1) ERTMS/ETCS aims at ensuring the safe on-board speed control, through reception of the necessary ground data to ensure compliance with prescribed speed limitations. (2) GSM-R is a new standard telecommunications carrier suited to the railways. The Global System for Mobile Communication - Railways (GSM-R) is intended to create a unique telecommunications platform, capable of handling different applications as diverse as customer communications, operational management, train dispatching and command/control. (3) ETMS (European Traffic Management System) constitute a crucial element towards the achievement of a real integrated rail network within the Community. This is a major stepping stone for the competitiveness of international rail services, enabling railways to fully profit from the favourable market conditions created by the implementation of the single market, the gradual integration of Eastern and Central European countries, and the growing congestion affecting road and air traffic. In order to implement a global strategy, a master plan was established, defining in a systematic way the scope of the work to be performed to the certification/commissioning of the different ERTMS components (notably, ETCS and GSMR), its timing and the role and responsibilities of the actors involved.
