Based on experience with other reactors in general, the commissionint trials on N.S. Mutsu leading to full power were planned to be undertaken in six phases covering varios ranges of reactor output from zero to full power. The first phase of zero power tests was carried out successfully, but the ensuring phases of the trials hat to be suspendred on account of radiation leakage being detected. In order to detenmine the cause of this leakage, measurements were made of the radiation dose rate around the reactor. The present paper outlines the evolution of the zero-phase test, and the survey work undertaken immediately after the radiation leakage. (Se)
