C3 stands for command, control, and communications in a military context. The problem of matching the rapidly changing new technology to the rapidly changing requirements of military command, control, and communications (C3), selecting improvements that will help and rejecting those that will not, is seen as the challenge of change. Current or near-future advances in C3 technology are examined, some of their possible impacts are highlighted, and some applications of the new C3 technologies are forecasted. It is concluded that the potential of new technologies for C3 applications is limited primarily by the cultural problems involved in absorbing the changing technology.
