This paper points out that engineers in the construction machinery industry, although experienced in coping with changes dictated by market place values, are now facing the challenge of changes resulting from and dictated by political intervention (regulations). Conflict between the normal objectives of the construction machinery industry and the assigned social type goals of regulators creates an inherent adversary relationship.Suggestions for dealing with this new dimension of change are given with applicability at national and international levels. Basically, the engineers’ role will involve use of their normal tools - facts and pertinent, creditable data - properly presented and used.
